Behrouz Ferdows stated that the process of economic development and its changes bring gains to people all over the world. Increasing incomes and producing goods needed for a prosperous life, reducing diseases, lowering mortality rates, raising awareness and freedoms are among the achievements of economic and social development. But these achievements come at a high price to pay, including pollution, environmental degradation, and the loss of environmental and natural resources. Increasing awareness of these issues and fears of irreversible damage to the planet and the quality of life on Earth have drawn global attention to sustainable development. What is sustainable development? Behrouz Ferdows restated that the common definition of sustainable development commonly used by the World Commission on Development and the Environment is: “Development that meets the needs of the present generation, without compromising the balance of the next generation to meet their needs.” This view emphasizes what decisions and activities at the present can have consequences in the future. Especially in relation to available natural resources, environmental health and the destruction of local and global ecosystems. Development and urbanization: Efforts for sustainable development create social and economic pressures in cities, especially in developing countries. Under certain conditions, cities expand rapidly. Environmental issues arise very seriously. Such cities and towns meet the proportionate needs that result from the explosive growth of the urban population. Behrouz Ferdows continued that in demographic terms, global development is moving towards the phenomenon of urbanization. In the term, economic growth is the direction of most cities towards irresistibility and surrender. In each country of the world, the largest amount (Gross National Product) of GNP is produced within the cities and towns. In addition, new economic growth and development often takes place in cities. In general, rich countries have the highest levels of urbanization. This is because urbanization is the basis for creating diversity and creating a dynamic economy, both of which increase national productivity and create employment and income-generating opportunities. Without efficient and creative cities, national economic development will record or decline.

Behrouz Ferdows explained Sustainable Development and Cities status :

Behrouz Ferdows contributed that unfortunately, urban environments are highly sensitive to the dangers of our modern world. In industrialized countries (especially in Eastern and Western Europe), cities today suffer from poor economic management. Many of them inherit residual pollution from the past, such as soil and water pollution, toxic chemicals, resource degradation, poor consumption patterns and declining production technology, and so on. In the cities of developing countries, the dangers and problems are enormous for the following reasons: The scale and speed of growth of cities is irresistible. Urban infrastructure has been poor in the past. In major urban centers, the pace of industrialization is very high. Infrastructure, technical and managerial capacities are weak. The national and urban economy is relatively low and credit capacities are weak. As a result, many of these cities are heavily polluted from water sources, air pollution, inadequate drinking water, lack of sewage collection and treatment system, soil contamination with chemicals, accumulation of solid waste, soil erosion, declining levels of forests and pastures and, ultimately, unsuitable roads suffer. Behrouz Ferdows stated further that urban infrastructure in such cities has been inadequate in the past and has often remained the same or has deteriorated as a result of increasing need. The cumulative effects of such environmental issues not only threaten people’s health, but also seriously damage the city’s ability to achieve economic growth. The threat to the environment is not only from urban growth or economic development, but the problem is deeper. The following factors are threatening factors and environmental degradation: Inadequate policies for economic development and urban development, lack of understanding of the relationship between development and the environment, weak management capacity and organizations, lack of public awareness and public participation, technology constraints and the massive professional capacities of the above factors exist in many countries due to lack of economic and financial resources, and in some cases, local factors such as geological, geographical and climatic factors are added to it. Behrouz Ferdows contributed that the complexity of environmental issues has made it impossible for cities and villages to move towards sustainable development. Lack of simplicity and ease in this way should not in any way hinder the move towards sustainable development. Because the survival of life on earth, especially in cities, ensures the well-being of urban dwellers.

Behrouz Ferdows elaborated that the Sustainable Cities Program helps developing countries by taking the following steps:

· -Determining indicators of sustainable urban development

· -Identifying urban environmental issues and problems

· -Determining methods and approaches for developing cross-sectorial partners and building consensus

· -Modern and advanced management planning

· -Updating strategies and action plans

· -Turning strategies and plans into workable projects

· -Monitoring actions as seen, the first step in moving towards sustainable urban development is to determine Indicators are required.

Behrouz Ferdows reiterated that the sustainability of urban development is threatened when the speed of government action in meeting the reasonable needs of the population is slower than the rate of population growth. The growing population needs for food, housing, land, employment and education, as well as environmental infrastructure such as drinking water, sanitation and sewerage services are the most important concerns of city officials. Because they must constantly try to provide the above needs in the best way. This index is effective when the rate of population growth in a given urban area is precisely determined, relationship with other indicators: These indicators are closely related to other socio-economic variables, including the percentage of population in the urban area, student population growth and overall population growth, as well as many environmental indicators such as change. Land use is related to water abstraction from sources and the generation of municipal waste.
